who we are?

ECA Advisers Türkiye is a result-oriented law firm specialising solely in the activities of Export Credit Agencies (ECAs), with particular expertise in claims and recoveries under credit insurance, guarantees, and surety arrangements.

With over 25 years of expertise, “ECA Advisers Türkiye” supports ECAs and credit insurers in debt recovery and advisory solutions, mainly in Türkiye, and in the MENA region, Iran, and Russia.

Banu Erkök, ECA Operations Lead

After graduating from the Department of Economics at Bilkent University, she joined Turk Eximbank, the Turkish Export Credit Agency in 1995, where she worked until 2021. She held senior roles across Claims and Recoveries, Medium and Long-Term Insurance, Trade Finance, and Reinsurance and International Relations. She holds an MA in Political Science and a PhD in Political Economics from Atılım University. Ms. Erkök has strong expertise in political risk and ECA operations.

Hakan Güraksu, Senior Legal Counsel

He graduated from the Department of Law at Ankara University in 1996 and worked in the Claims and Recoveries Department at Turk Eximbank between 1998 and 2005. He specialises in debt collection. He has worked as an attorney at law since 2005 under the Ankara Bar Association. Mr. Güraksu represented many ECAs, including Sinosure, for debt recovery under credit and investment insurance.

Başak Güraydın, LLM, Legal Counsel

She received her law degree from Atılım University in 2019 and completed her master's degree in public law at Ankara University in 2021. Ms Güraydın has been working as an attorney at law since 2021 under the Ankara Bar Association.

Seren Çetin, Financial Analysis Advisor

After graduating from the Department of Management at Slippery Rock University, USA, in 1995, she joined Turk Eximbank, the Turkish Export Credit Agency. She held senior roles across Finance, Information Supply, and Financial Analysis until 2022. She holds an MA in Public Law from Selçuk University. Ms. Çetin has strong expertise in financial analysis.

Aslıhan Kılınçaslan, Legal Counsel

After graduating from Çankaya University, Faculty of Law, in 2016, she has been a member of the Ankara Bar since 2017. She specializes in commercial debt recovery and litigation.

Mohamed F. Chatti, Senior Advisor

Mr Chatti holds a master's degree in International Trade from EM Strasbourg Business School, France, and a bachelor's degree in Economic and Social Management from the University of Metz, France. Mr Chatti has extensive experience in trade and project finance, credit and political risk insurance, and reinsurance. He began his career in Tunisia in 1982 as Export Director of a major private agro-industrial group. He then took part in the establishment of COTUNACE, Tunisia's Export Credit Agency, in 1984, where he held key positions until his appointment in 2007 as Head of Business Development at The Arab Investment and Export Credit Guarantee Corporation "DHAMAN", a Kuwait-based multilateral credit and political risk insurance company. As Director of the Operations Department at DHAMAN from 2015 to 2025, Mr Chatti led his team in driving significant growth for the company. He was also instrumental in developing key global market relations, including international traders, Arab and non-Arab export credit agencies, multilaterals, Lloyd's brokers and underwriters, and first-class reinsurers.

Example Cases

A Chinese manufacturer exported construction materials to a company in İstanbul, Türkiye. The export was insured by an ECA, which indemnified the claim and assigned it to us. Our on-site verification confirmed that the debtor had no operational activities; the registered office was vacant, and the company existed only on paper.
We advised that recovery action would be ineffective, and the file was closed.
Outcome: Early local assessment avoided unnecessary legal costs.

A US-Canada-based exporter had an insured receivable from a company in İstanbul, Türkiye. The insurer had pursued the matter for over six months without result, as the debtor continued to delay payment.
We determined that negotiation would be ineffective and initiated enforcement proceedings. A payment order was issued through the enforcement office.
Upon notification, the debtor ceased delaying tactics and settled the claim promptly.
Outcome: Enforcement action resulted in prompt recovery.
